Air deflector or air dam
Don't think you can get a new one anymore
You can make one pretty easily out of a mud flap for a big truck (cut off a strip about 6 - 7" wide) and a piece of aluminum angle. Make it long enough to go completely from one side to the other of the place it bolts to up under there, or maybe an inch or so more on each side. Bolt the angle to the car and the rubber strip to the angle. It's stiff enough to hold its shape while normally driving but will bend out of the way harmlessly when you bump it into a parking lot curb or whatever.
