Help ID this part

Can someone tell if this is actually for a 3rd gen top? The old top didn't have it and I can't figure out how it would be used

The top kit was missing the rear stay pads and had this extra. Wondering if whoever packed the kit grabbed this by accident

What are these for?
They're not mentioned in the instructions and I don't see any obvious screws/holes in the vicinity for the top structure. The top seems to open/close smoothly without them
Mfr holder?
Cut them off?
