Shady, Very Shady.
I was sent an E-Mail from Capt Alex referring me to "Harry" for a part I needed.
I sent Harry an E-mail and didn't hear back from him several weeks, then I got an E-Mail from him,.....
After not touching his E-mail for a couple weeks I got 8 E-Mails from him today. He requested a Friends & Family PayPal payment to an account with a different name than and to an E-mail address did not match the E-mail account he was using. I actually tried to send a F&F payment but the account he specified but it was charging me extra $$ when I attempted to select that payment option. ( foreign/international account maybe ?? ) So; I sent him funds from my Paypal account balance for "Goods / Services" so he would be paid and so I would be "protected". He then refunded the payment telling me that F&F was the only payment he could accept because he would have to wait 10 days for all other types of payments.
This is not true - PayPal balance funds are an instant payment. Maybe this guy is on the UP and UP,....... but it seems more than likely that my payment was refunded because if he used the $ and didn't send my part than I would cause him some major headaches when I reported the fraud.

Sounds fishy to me.
Scammers are masters at exploiting things such as this.
Another tactic is for the seller to send an empty box to an address in your area.
They now have proof that a package was sent out, and they have your funds.
Now the burden of proof is on you to try to prove your case.
The seller claims that something went wrong with the shipper.
Everyone ends up pointing the finger at someone else.
Meanwhile, months go by and you are still nowhere, trying to either get your item, or your money back.
Then the time limit on the case expires and you are screwed.
