The solenoid on the 87 is controlled by 1) a switch in the AC head 2) pressure switch in power steering hose (at the box-if you don't have AC) 3) The ECM under certain deceleraton conditions.

If you've got AC the power steering switch connector for the idle bump solenoid will be at the box but not connected. Ensure it's not shorted (although I've never tried to short one to see if it's still a functioning circuit).

Your AC head switch may also have failed and I've never taken one of those apart to diagnose the electrics-done a few vacuum switch replacements...a test may be to unplug the connector from the rear of the control head?

AC equipped cars have a second connector at the power steering switch that cuts off the AC compressor under low power steering pressure, the switch opens.
