I wouldn't say this car is rusty. It has hard surface rust that has texture, is fuzzy and furry on the bare metal and lightly dusted with paint from the factory parts on the underside. A few small areas on the floor pan and under the doors need some attention before they become a problem.

My 1987 VIN pate looks like that and has the same miles and is driven in Canada just like you pointed out.
