what's the cheapest parking brake fix for my 86 TA with rear disks? is there a tutorial on the parking brake recall?

Re: cheap parking brake fix
This summer I had no parking brake. Ended up buying new AC Delco parts from RockAuto, replaced rear calipers, pads, discs, and even the e-brake wires both sides. Tried to adjust as stated in GM shop manual, as Haynes and Chilton would do, but ended up just tighten the adjuster until pads are just rubbing. If I then loosened the adjuster as instructions says, I lost all e-brake effect. Now it's all good, and I use it almost everytime I stop, to prevent future loss/freeze.

Over the driveshaft. Tight in there, I recommend a Ratchet spanner, prefer a hinged one.
