Prop Valve 10164112
SO can I use this prop valve http://www.flynbye.com/catalog/i172.html for a 91 with stock front disc and a swapped 9 bolt rear w/disc?
Says its for the 1 LE but i dont think they made another disc/ disc set up? Is that a better option then the stock disc/drum valve?

There are three valves: disc/drum, disc/disc (Delco-Moraine), and disc/disc (performance/1LE/PBRs). All rear disc cars were equipped with the latter, 89-92. For best brake performance, I'd use the correct valve for your application.
If the 9-bolt has Delco-Moraines, however, you'll have an issue using the correct valve because it won't fit the tube nut threads on your 91.

The valve is correct if the 9-bolt has PBR's (or if you swap to them).
