Driver's side window rattle/regulator loose Nut and Bolt Fix 91 TA

Driver's side window rattle/regulator loose Nut and Bolt Fix 91 TA
Attached is a photo I found on the internet, but it captures my problem.....
All 4 rivets pictured/circled in red are loose on my driver's door panel/window regulator
. Slight movement can actually be seen between the heads of the rivets and the door panel sheet metal when the window is raised and lowered, and the window itself will "rattle on the looseness" when it is energized up or down.
I realize that I need to drill out the rivets, ream the holes in the inner door sheet metal and perhaps the regulator round again and then use larger fasteners, but my question is do I do this one at a time with the window up, against the stops, fully down and "relaxed," or somewhere in between? Or does it make a difference?

One at a time & window up but a half inch from completely closed. At least that is how I would do it.
