Re: just a random question
Sounds like you're talking about the ground effects to me. Just a body kit that came on some of these cars. As far as I know, they are just for looks, but I'm not a GM engineer so I really don't know that for sure. They are also notorious for getting beat up and damaged, especially the ones on the front fenders. If they are falling apart, then I bet that they aren't serving any aerodynamic purpose, even if they did do anything originally. take em off. If you don't like it without them, you can put em back on or replace them, but in my experience it's expensive to get a new or good used set, again because they get broken so easily. just keep that in mind.

Rub strips.
They are glued on. If you are carefull, you can get them off without paint damage, but if its old original paint there might be a faded stripe.
Many remove them, some like them. They are there for a reason, if the car spends any time in parking lots I would keep them. I think my car looks a little cleaner without them, but my car will never see a parking lot again.

Re: just a random question
Well I'm hopefully getting it repainted here soon so would they be able to replace them because I will be driving to school here soon and with new paint I wouldn't want it getting messed up

If you are getting it repainted, this is the time to take them off. A good paint job will take them off anyway, but not a cheap one.
