What is this part? What does it do? Where does it go exactly?

I am finally getting around to putting my front end back together and I can't remember where exactly these go and I have no idea what they "do". I think they went under the battery tray areas. They are left and right side specific, as you can see from the second picture.
Anyone got a pic of one installed?
