How is this part of the frame supposed to look?

I got into an accident a while back where someone hit me where the nose bolts to the fender on the driver's side, and now the framerail there looks slightly bent. One of the bolt holes is a 1/4 inch off on my new fender, and the inner fender bolt mount is bent too. How much do you think this would cost to fix?

Can you drive it to a body shop?

It runs and drives, but needs to pass emissions, and I don't think they'll pass it at the station with the nose and front signals off. Looks like I'm going to Checker for some trailer lights and some spade terminals. :P
