there are 2 adjustments ya might wanna mess with, one being the set screw on the bottom of the motor. opposite end of the ****. the other is a stop thats inside the headlight door. it will have a white hex plastic topped screw. there will also be anotherone on top maybe. on my 89 i had just 1. on earlier birds there is one for up and one for down.

It sounds to me like the brushes in the motors may be worn out.
The headlight module cuts the current to the motors when the the current spikes when the headlight reaches full up or down.
If the motor does not have enough powor to start the headlight up and there is nothing jamming the headlight, then the motor is bad or the module is bad. If the motor is bad, it will be the brushes. If the module is bad, I do not know what to do except get a new module.

to ad to this which makes much sense, if you are good mecanicly i sugguest pulling the motor apart and spraying some electrical contact cleaner in the motor a brushes can also hang. when putting the top back in the motor it will require 2 "L" shaped paper clips and help of a friend.
as for the module, go to a local bone yard and get one. ask the counter guy if ya can test it before ya buy so ya know it works. i have seen only 2 bad units in my time. 1 was the unit that went south on the car and the second was a bad new GM piece for the same car. but it is possible.

foot if your going to the yards and are picking up the stoppers go ahead and nab another motor. if it runs and dosent lift just pop in 3 15/32 bearings. this will fix the problems that our otors have when the plastic/nylon bushings crumble. this is a far easier task than messing with the brushes.
ya have any other ques as as i have been all thru the 87+ lighting systems and learning the 82-86 systems on my 83. havent had much time to spend on those as i havent had issues on that car and iv had it longer.
