Unless the blemishes have gotten underneath the clear paint. Then it's a different deal.

If it's still clearcoated, then as drew says, treat it as such. ....I find that you can get away with a metal polish for a little more aggressive restoration, even though technically there's no exposed metal. Eagle 1 Never Dull works well. -Don't do this all the time though.
...if the clear is starting to flake, chip or just plain fail, there's not really a lot you can do other than sand and re-clear. I polished mine many years ago and never re-cleared. Just left 'em bare, BUT....it wasn't a daily driver. This pic shows all the clear on the aluminum sanded, as well as smoothing out the machine lines, which honestly didn't take as long as I expected. Still...I did one wheel a day. Took about 5 or 6 hours per wheel, but it was worth it.

It looks like water spots or a light etching of the clear. The clear on those wheels has to be pretty thin at this point so I would start with a light polish by hand and go from there. I wouldn't get too aggressive. Then follow up with a good coat of wax or ceramic coating to give 'em some protection.

Use a paint polishing compound agent. start out less abrasive and see if that works. if too much work, go a bit more abrasive something like one of these. it will work magic if that is not under the clear coat. if the rims are oxidizing under the clear coat, it won't help. follow with wax. basically, go over to the detailing forums and learn "paint correction"
