Cleaning rims?

Original rims ws6 caps etc. 91 formula. Is there actually anyway to get them clean? They're rusted some, scratched in places, and already have paint peeled a bit in some spots. Even though I should probably just buy new rims I figured I'd attempt to clean them. Tons of black (mold?) And other types of stains all over them. Tried magic erasers, iron X, soap/water.

At this stage I would use some steel wool or sand paper, and remove everything. Then spray them with your choice of color/finish with Superwrap spray. It's easy and the results I've seen on YouTube are borderline amazing
