I've bleached them, but it still has a light dingy color to it. But I've also heard of people using drain cleaner, Such as Drano.

A search is always a good idea on TGO. There's not much that hasn't been asked and answered. Here's a start:

Re: How do u make Windshield wiper tanks white again

I know it sounds stupid. But I actually just painted mine white. I could have done a better job (got some silly runs) but it looks 100% better. Obvious problem is that you can't see through them, you have to check levels by opening it up. But it was the cheapest/easiest/laziest solution I could find.

I used magic erasers and mine look pretty new compared to how yellowed they had become. Try it ...you wont regret it. I was amazed.

Re: How do u make Windshield wiper tanks white again

Buy a new one and then never fill it. Mine's been looking great for years!!

Coolant overflow, not so much. I replaced them at the same time, but unlike the washer tank, the coolant tank gets used, so it quickly managed to gain a nice coating of scum on the inside.

Re: How do u make Windshield wiper tanks white again

You can bleach them white with a combination of bleach, Oxyclean and UV light. Unfortunately, that's not the factory fresh appearance of new bottles. I've tried all sorts of things, but if they've yellowed, the easiest fix is get a new one.

Ok tried drano cleaning that they look much better but not to the point i'm satisfied. The problem is I have the washer tank with the cruise control. I no longer have the cruise control so I can switch to the other washer bottle BUT I got a question. Where does the washer pump go for that bottle. I've already painted my engine bay and pretty much have everything laid out. I'm trying to avoid a large change. The yellowish washer tank issue was purely an oversight by me when working on the car. At the time I started the project the cruise control washer tank was still available. Unfortunately I simply forgot to buy it and now I can't find new one.

Ok never mind I went to the junk yard today and saw the other style windshield wiper tank and how the remote pump is mounted. I think i'll live with a slightly yellow windshield washer tank. Unless someone knows a place I can buy a new windshield washer tank with the integral mounted pump.
